I think it's because of the position of the conductor's cab, combined with an (apparent) policy that the conductor always gets a full cab, but no other full cabs are allowed to be in the middle of the train.

The 7 uses 11-car trains. R62s come in single units and 5-car sets. Sets can have full cabs, but single units don't. The conductor is always in the 5th car from the Manhattan end, meaning the Manhattan end is always a 5-car set— which may well have a full cab at both ends. Meanwhile, the rest of the train may be a single car and then another five-car set but it may also be six single cars, which virtually guarantees a RFW on that end.

Over the past two months, I've seen nine trains of R62s on the 7, of which five had only a Queens-facing RFW, one had only a Manhattan-facing RFW, two had no RFW at all, and one had a double-ended RFW.
