The R44s and R46s were first assigned to the E and F for operational and political reasons. The E and F had the oldest R1-9 equipment into the early 1970s. The Coney Island and Jamaica yards were set up to maintain the R44/46 fleets. The neighborhoods served by the E and F were solid middle-class neighborhoods represented by some powerful Albany politicians like the late Stanley Steingut and filled with people who vote.
