Not true. The overriding factor was that the cars absolutely had to be built in Illinois. The state and the city were playing all kinds of games to make this happen including figuring out ways to get around federal procurement laws that forbid local preference. The first choice would have been Nippon Sharyo since they've got a plant in Rochelle but they ended up pulling out and leaving Bombardier as the only bidder the first go round. Bombardier wanted to build in Plattsburgh as they did for the prior order but that was not at all acceptable to the state so they went back and revised the spec to open it up to more competitors. CRRC won on price but more importantly because they're playing by the rules and building the cars in Chicago. |
