Sumitomo was going to bid and the state was bending over backwards to give them the contract when Nippon decided not to go ahead. The compatibility requirement was only a factor in their decision in that they were being forced to bid at an unreasonable price; Nippon would have lost their shirts on this contract (as will CRRC).The R179s are not compatible with the R160s due to some fundamental differences in network design, something that would have happened anyway due to parts availability, if not for the R179s then definitely for the R211s no matter who won the contract. |
