That is probably the way that it was done. There always was a trailing point switch east (or south) of Junius Street. This was converted into a double crossovwe in 1981.

Or maybe the tracks and switches were done to Newlots, but the stations were not ready, so they fumigated at Pennsylvania and ran light to New lots to reverse. If Livonia yard was open by then, they'd have to be able to access the yard, unless all the trains were stored in the Bronx.

The Livonia Avenue Line was extended from Pennsylvania Avenue to New Lots Avenue on October 16, 1922 with shuttle service running between these two points. Through service to New Lots Avenue began on October 31, 1924.

The yard tracks at Livonia Avenue were placed in service between October 16, 1922 and April 9, 1923. A few more were added in 1930.
