Don't be surprised if they deadhead the diesels to HPA if they can't turn them at Jamaica. It sounds stupid, but sometimes I get the feeling that the MTA is run by ideologues whose ideology is that ESA is good, shuttles are good, Atlantic Terminal is bad, and HPA is awful. Every passenger that exits or enters at HPA makes ESA look bad. The solution is to dump them at Jamaica. Ideologues don't care where the passengers want to go or what is faster or more comfortable; it's about making the decisions and the decision-makers look good. If they do run HPA passenger service, expect that the station will be allowed to deteriorate to the point that it looks like the Chambers Street subway station and that service will be so poor that only a masochist would want to use the station.
