The accident happened a few miles north of Philadelphia, Baltimore is about 100 miles south of Philadelphia - so the two aren't all that close. However, there have been reports of things striking trains near Philadelphia too.

Aha, I'd mixed Philly with Baltimore. Both local governments seem to allow vandalism directed against the NEC.
