No it was not negligence.No MBTA has not had PTC since 1999 No the mandate has not been in place. http://www.rtands.com/index.php/cs/mbta-set-for-full-ptc-implementation-by-2020.html "MBTA will have all hardware required for PTC installed on all commuter rail lines and two pilot lines by the end of 2018, with full PTC implementation by 2020. The deadline for PTC implementation is Dec. 31, 2018. However, the Federal Railroad Administration (FRA) can grant a 24-month extension provided certain criteria are met." All the other railroads you mentioned have not had it in place since 1999 either. |
