Not unless the subway-esque service is operating under FRA regs, and the ROW is not wide enough for 2 sets of tracks. I don't understand why there would be money to do it as 2 separate services but not as 1 service. A through service could kill 2 birds with 1 stone. Rail service within SI to the ferry at 20 min headways, with the same line also collecting anyone working in Newark or midtown to bring them there |
