From what I can tell and maybe in error as this is a personal observation from when I've visited the terminal, (end disclaimer for needed for certain subchat creatures) the train accident north, HLBR is on the south side and well away from the terminal building. You could rope off half the terminal on the inside and still have room. Most people from HBLR are going to the Ferry and some of those slips you don't even enter the terminal.
