My thing is the city needs to shift away from the shelter system and start putting people (especially families) in actual HOUSING. And yes, if that means setting people up with an apartment in New Jersey or even Texas then so be it. Start setting up a housing voucher system and shut down the shelters once and for all. Once people get that part straightened out, then we can move on to the root causes (Rehab, Mental Health services, Domestic Violence assistance, etc)

The other side of it that is far more controversial is I do believe it should be illegal to stay on the street. Since NYS is legally required to provide housing, then as a counterbalance we also should make sleeping in the street/subway system illegal. Accept help or go somewhere else. I know that sounds harsh, but compassion slices two ways. I do want to see the homeless helped (my family was homeless for 6 months in DC in the 1990s), but I don't want my trains/parks/sidewalks taken over. It's only *fair*.
