I think he was referring to ungated crossings. I very much doubt that he comes to a full stop on a 50 mph road with big gates and flashing red lights.
Yes, he may have been referring to unprotected crossings only. Especially since the post he replied to was talking about unprotected crossings only. And if it was one of a number of other people who had responded, I would have felt comfortable making that assumption. But unfortunately, the combination of 1) this specific poster, 2) the ambiguous wording that, out of context, would appear to mean he was talking about all crossings, and 3) the fact that no matter the crossing type, his [easy to verify] statement was factually wrong, doesn't allow me to make that assumption. Thus, I replied as I did.

If there is an ungated crossing where the prudent speed for crossing is 5 mph, it is not imprudent, nor is it likely to cause an accident, to come to a complete stop.
Obviously. But what about unprotected crossings where the crossing speed is GREATER than 5 MPH? And what about crossings where a traffic-control signal or sign directs traffic to proceed? And what about consequences other than the one you are focusing on (accidents)??
