He was not being safe as he did not consider the potential unintended consequences of his actions.I think he was referring to ungated crossings. I very much doubt that he comes to a full stop on a 50 mph road with big gates and flashing red lights. If there is an ungated crossing where the prudent speed for crossing is 5 mph, it is not imprudent, nor is it likely to cause an accident, to come to a complete stop. |
