The subway shouldn't go to Rockaway Beach (I presume you're referring to). The RBB should be restored as LIRR service. And yes, LIRR is FRA heavy rail, so bathrooms. I'm assuming PATH has no bathrooms, but they could just drop their FRA status and be regulated as heavy rail rapid transit, which is what they actually ARE.
