- Make the necessary improvements to speed up the loading and discharging of passengers in New York Penn Station.
- Operate all commuter trains that service New York Penn Station as through trains.
- Relay or terminate Long Island Railroad trains at various stations in New Jersey.
- Relay or terminate New Jersey trains at various stations on Long Island.
- Make the necessary improvements to the various stations on Long Island and in New Jersey for relaying and midday storage.
- Get the FRA to change the regulation applicable to electric multiple units.
- Convert all locomotive pulled trains on both commuter railroads to multiple unit electric.
