Unless it was doctored it shows that no shell was built. Intensely stupid.Allegedly, the provision is basically 600 feet or so of level track in case they decide to mine out a station. Otherwise, how do you leave a provision on a built out line that doesn't cost anything? Leaving an incomplete shell would be most of the cost of the station and defeat the purpose of trying to save money. |
