I'm thinking that in the planning and design phases once the station name/routes/features have been decided, then comes the building plans, the ordering of building materials, construction schedules, the various contracts, work programs, street closings, and the actual construction.

My point is that at a certain point, the station name becomes "locked in" because they are building the thing. They may change the tile-work, or add some features here and there. Over time the station name gets used by the public, the station becomes familiar, and life goes on. And if all goes well, there's subway service at the station.
