The N and EE were basically merged into one service in 1976 to save car miles, car requirements, and crew costs by eliminating the overlap in the two lines between Canal and 57th Streets. The specific reason given was to save operating costs. 1976 was the year after the 1975 fiscal meltdown.

The Whitehall Street N trips were created to provide direct Lower Manhattan service for rush hour travelers to and from Forest Hills. The double letters weren't eliminated till 1987, but it would have been very confusing to "eliminate" the EE base service in favor of the N and then use the EE designation for a rush-only service.
