Ronan wanted to change the image the LIRR cast to the public.
This is Why the M series looked so much like subway cars,rather than Railroad equipment,and Why the R44/46 bear 'commuter car' features.
When the MCTA was formed,it had every intention of assuming control over every aspect of public transit from Albany south by absorbing everything.. bus rail airport, even car service within twenty years.

As ambishous a plan like that could get(think Transport of NJ/NJ Transit),there were several counties, and continue to this day,that refused this 'gift horse'.

Skipping ahead..the Transit Authority always planned an additional East River crossing at the far end of the CBD..the problem was where and what connection if any to the Queens network would benefit the most.

The 64th st tunnel was planned as a twin bore tube across western Queens ,with branches north,south and east.
After the NYCTA was absorbed into the MCTA,some revised planning due to community opposition, the tunnel was relocated a block south to 63rd st.
The plan included producing Two new truck lines,and a new terminal for LIRR 'rapid transit' services from a brand new 48th st station on the East side near Grand Central.
Brand new EMU were designed for its use,with rapid transit like features for quicker entry/exit...along with new subway cars that were 15ft longer to operate along the new trunk lines.

In any case,ideals and plans were all for naught..the CARS were purchased..but the new lines were not built as planned.
