Now that I look at it, there may have been a loophole in the wording in the PSC's directive. The ruling bans wooden cars from SUBWAY lines, however, some of the places where wooden cars continued to operate such as 9 Av LL, Main St and even the Malbone St tunnel which gave rise to the ban were not subway lines per se but rather short underground portions of ELEVATED lines which is probably why they were allowed.
