Those are through streets, which are a lot harder to shut down than a drop-off areas.So what's the point of shutting down the drop-off areas if you can't shut down the through streets? Suppose someone makes it into Manhattan with a Ryder truck full of explosives. OK, they won't go to Penn. They'll just head for 46th and make an illegal right turn under the Helmsley Building. And you could restrict access to Penn by having big anti-truck barricades that have to be lowered to let in a few cabs at a time. |
