During peak hours St Albans is served almost exclusively by West Hempstead trains

That isn't entirely true.

During the PM peak hours, St. Albans is served by Babylon branch trains only. If you want to go from St. Albans to West Hempstead, you must backtrack to Jamaica as there isn't a single train all day that makes that trip.

During the AM peak hours, St. Albans is served mainly by trains originating from West Hempstead but also by a few Babylon trains.

My speculation is that the main reason for St. Albans being in the West Hempstead branch timetable is space. There are too many stations on the Babylon branch -- adding two more into the timetable would force the print to become unbearably small.
