We all know they can move their asses when they want to or have to.
I suspect a long stretch looked bad.

On the short double-track portion of the RVL near Hunter between the NEC and Conrail, there have been quite a few spot replacements of concrete ties. Some ties look cleaner, as do the ballast around them.

Unrelated question, it is hard to describe, but what is a whining noise emitted form the wheels on some stretches of track ? It sounds almost like MP54 motor humming. I hear it on the NEC and the Lehigh Line, but not the rest of the RVL ? Is it not a function sound effects of concrete ties.
