The Interborough Rapid Transit company faced scandal earlier this week for instructing the constabulary to detain customers boarding or alighting at the City Hall station.Mr. Belmont could not be reached for comment, but his representative cited the importance of preventing passengers from riding trains through the City Hall loop.
