The Broadway el was opened from Gates Ave/B'way to Driggs Ave/B'way on June 25th, 1888. The line was extended to Broadway Ferry (with its unconnected and unused lower level), on Sept 14th, 1889. The unused lower level had to have been built for another possible route along Broadway. But, the Old Main Line turned off at B'way/Lex, the Brooklyn & Rockaway Beach (Canarsie) was still separate, as was the Kings County Elevated. That is why I said, "... for a possible connection with the LIRR".
