Not so. A policeman is as entitled as anyone else to observe someone's BEHAVIOR and make a judgment of whether it is appropriate to that of a person who may hiding something.

As to the ACLU, I was a card-carrying member until Skokie. Now I wish they would remember that their name includes the words "American" and "Civil Liberties."
