No, the LIRR system and MNR's are different but similar in that it won't slow down a train in a 70 mph block to prepare for the next speed restriction. That's done by humans. The engineer has to slow down to that speed before the train enters a 30 mph block or else BIE. Just like it is with a trip cock system with timers and WDs.

In this case, even a BIE couldn't stop/slow down the train quickly enough to avoid the accident.
