The new line would have to use a series of tunnels and viaducts to move across the hilly terrain at an acceptable grade. The overriding objection, however, was that a new rail line wouldn't alleviate east-west congestion. Members acknowledged it would give Orange and Rockland commuters a one-seat ride to New York City, but they believe Amtrak's Gateway project and its Bergen loop will do the same thing in time. "We would, in a sense, be competing against ourselves," said Joan McDonald, the state transportation commissioner, about pursuing rail across the Tappan Zee Bridge when Gateway was gaining momentum.
