Tell that to United University Professionals (UUP). It works nicely because dead weight gets only the COL raises, while those who actually get work done get the merit raises. The end result is someone who's there for 3 years can find themselves making more than someone doing the same job (poorly) for 5 years. Which is how it should be.

I am unfamiliar with UUP, but can tell you from experience that I have seen many supervisors who consider "dead weight" to be whomever speaks up when the contract is violated or open questions the supervisor's directives and "good" employees to be those who kiss up.

A public servant has equal opportunity in working in private industry as another person from private industry; a resume is a resume.

Not true. What private industries are hiring train operators or conductors?
