But in public service, raises for merit simply wouldn't be given.Tell that to United University Professionals (UUP). It works nicely because dead weight gets only the COL raises, while those who actually get work done get the merit raises. The end result is someone who's there for 3 years can find themselves making more than someone doing the same job (poorly) for 5 years. Which is how it should be. And if a private employee gets stuck in a situation like that, he or she can look for other employers who offer the same job. A public servant does not have that option. A public servant has equal opportunity in working in private industry as another person from private industry; a resume is a resume. The reverse, however, is not possible, since in most cases only entry level positions are available for civil service. And that is exactly why unions are needed...to prevent this kind of exploitation of the workforce. I agree. That manager was fired because the highest level wanted 0 hours of comp time for 4 hours unpaid OT. The staff obviously wanted 1:1. He figured 1:2 would be a good compromise, but then the guys regularly pulling 60 hr/wks on their 40 hr/wk paycheck started taking their comp time, and since they're understaffed, no one was around to pick up the slack. The solution wasn't to hire more staff, just get rid of the comp time and those who enabled it. |
