In Chicago people learn... STAY OFF THE TRACKS and we use an uncovered, overrunning third rail at 600 v. DC. People are not stupid if you force them to learn...they can and THEY WILL. Yes, there may be a few who learn permanently, the hard way. And don't mention those erroneous stories about people peeing on the third rail....DIDN'T HAPPEN. Burn marks show they tripped or fell and otherwise contacted the third rail.DH
