In Washington, the equipment f'ed up (probably Windows-based :-)), but for you, it was a passenger-related incident. In NYC, for a 2-track line, we wouldn't even have gotten single-tracking.WMATA's (ROCS) Rail Operation Computer System does not run on Microsoft operating systems. Hell I don't even think any of the hardware has Intel x86 type processors in them. I think the (RTU)s Remote Terminal Units in train control rooms use a RISC based hardware.
