Yes, it is not meant to improve transportation to lower Manhattan. It is for Midtown as well as improving north/south intra borough transit in Queens, making trips possible without an indirect subway trip to Manhattan or very long bus trips currently involving three or four buses and several hours of time that no one would want to make.

The potential to improve transit to multiple destinations in Queens at a reasonable cost because of the existing right of way are endless.

It makes far more sense than the City's solution of Select Bus on Woodhaven Boulevard which would only save buses ten minutes or so and would take away a lane adding 20 minutes to trips by auto and diverting traffic from Woodhaven to the overcrowded Van Wyck as well as the BQE.
