This is not just applicable to rail construction, but ALL construction projects. Even if a project somehow does not infringe on the local roads, and that's rare in an urban environment, the noise and heavy equipment often drives down the value of adjacent properties. Its an unfortunate part of construction. Still, if this had been a water main replacement project, the same issue would've come up. This is not incidental to rail projects.

In addition, the article says this guy moved in 2 years ago. He likely knew the light rail was coming. He also has enough money to open at a new location, and he didn't say he's selling his current property yet, so he may just hang onto it and flip it for a profit when construction is over.
