I have driven through no small number of rural areas that have immaculate, brand-new, empty four-lane divided highways that are clearly overkill while congested areas get nothing useful.The marginal cost of building a wider road in a rural area is a fraction of what it is in a congested area, and they probably aren't "overkill." |
