All is forgiven :-)In review of my post I realized I didn't answer your question. You asked about the Second System provisions, not the WTC platform. I think that new construction as described would be prohibitively expensive. Since only a wall separates the WTC trackway and Cortlandt St, station I think it would be cheaper to send both the E and the R to Brooklyn if Whitehall St cannot be used as a useful terminal. |
