I understand your point. However, when it comes to train dwell times, the dwell need not exceed the time necessary to get the passengers off the train. LIRR has a similar situation at Jamaica when there is large turnover on trains of people both entering and exiting. I don't think that you're going to get dwell times less than 60 seconds, for sure, but I also know that 20 minutes is not the right figure either. I don't think it takes people 10 minutes to disembark.

The advantage of through routing the NJT and MNRR services is that you don't need any extra NYP slots, and MNRR can increase the number of trains it operates into NYC without large capital expenditure. One-seat NJ/NH service is nice, but not really all that useful, as you noted.

At the end of the day, if it can't be done, then the idea of seizing LIRR NYP slots is an option as well, but this avoids having to do that.
