Why would you need to empty out a through running train?

Because 98% of the patrons are headed to Manhattan. With 7 NJT branches and 3 MN lines, what are the odds that you would serve anyone on the same train headed between New Jersey and MN turf ? Slim to none. If I am going from Ridgewood, NJ to Brewster, do you think I will "settle" for Danbury ? No.

Jamaica is not Manhattan. It is not a destination for 95 - 98% of the ridership. It was made for cross platform transfers for train headed in the same direction.

"Cooperation" is an vast oversimplification of the issue. Amtrak does not thru-route their service with any other passenger railroad except VIA Rail at Niagara Falls, and that takes 1 - 2 hours. The principle argument is not 2 different agencies, but 2 incompatible RR's with peaks in opposite directions.

There is no way that MN would put it's high OTP on the line with a schlock outfit like NJT, which doesn't even have an operating plan in NYPS>

Now I'll admit there is some need for some inner NE corridor alternative service to expensive Amtrak between Trenton and New Haven, but I am under under no delusions that dwell time in NYPS would be any less than 20 minutes.
