There have been plenty of G.O.'s over the decades where say the downtown local track is closed off - all trains run express downtown. Or all trains run uptown express while the local track is worked on. Since the express tracks on Lexington Avenue are generally not used during the midnight hours - there's less of a need to go through a major act of "closing" them off from traffic for repair jobs.
