Perhaps the "cellular" concrete I've seen done was around here. They use it for driveways.

It comes in all kinds of compressive strengths.

As to the concrete testing labs, read that too. I recall some fun with Yankee stadium as well as far as bad cement went. And yeah, while the labs are definitely culpable, one would think that a construction firm and their vendors would know how to do a proper mix, no? Then the lab wouldn't have to be falsifying anything to get paid.

Yankee Stadium was American Standard Testing & Consulting. The concrete is mixed at the plant, which isn't owned by the contractor. The contractor has to rely on the materials inspector to certify the mix. The contractor has no way of knowing if the concrete supplier is skimping on the mix and the testing lab isn't paying attention (or worse, is in cahoots with the supplier).
