My reading of that doesn't define should or shall, but defines 'guidance' statements as recommended, but not mandatory; they only use 'should' in the guidance statement.That's true, but not every statement in the MUTCD has the "Standard," "Guidance," or "Option" heading. "Shall" means mandatory, "should" means recommended, and "may" means optional, whether there's a heading or not. |
