My reading of that doesn't define should or shall, but defines 'guidance' statements as recommended, but not mandatory; they only use 'should' in the guidance statement. You're correct that it's not required. Thank you for the enlightenment.

For those not wanting to peruse, what's required goes under 'standards' statements, and use 'shall', not 'should'.
