Also internal memos are irrelevant with respect to the LAW. The NYCLU successfully sued the Department of Homeland Security for harassing photographers who took pictures of court houses. The guards were following their own internal policies and memos - problem is that those policies were in violation of THE LAW!Bottom line is that THE LAW supersedes all memos and the MTA is opening itself up to a lawsuit if it forgets that! |
