Actually, I more suspect that because ADA regulations are involved in this new construction, while the staircase may be completely finished and otherwise ready to be opened, the lack of a working escalator and/or elevator probably would make opening just the staircase illegal. After all, everyone could just give up and lose incentive and motivation to complete the rest of the project, and twenty years from now the staircase would be open all by itself without ADA facilities. The other obstacles could probably be overcome simply by an act of will on the part of the contractor and the MTA. |
