The SoS submitted the budget request to the President, and the house cut it.That the Senate restored it partially is not part of the discussion, since it was not the requested level and obviously was insufficient as tis tragedy was among its results. The house sought to interfere in the functioning of the Execute branch through eliminating funding, then wail and go SPEND like there's no tomorrow on a witchhunt seeking to impeach. |
