It's a well accepted fact that all government departments pad their budget request in order to ensure they get what they need. That this deception is necessary is the first problem. Second problem happens when what thy get turns out to NOT be enough, as changing situations like civil strife require more money be tossed at the problem which is something this house apparently will not do. |
