Exactly.And no one is considering the liability insurance. That's why I agree with the firemen in Tennessee who didn't put out a fire at a home that they were not responsible for. In this case, the insurance provider for the company employing the lifeguards will be able to say "Hey, you're covering more area than you said you would, we're terminating the coverage or increasing your cost immediately because you're responding to calls in a bigger area than specified". |

The insurance provider for the company employing the lifeguards should either drop them or raise their rates. The lifeguards on duty have a specified area to protect but they feel the need to answer calls beyond that area, so the insurance rates need to reflect that. |
