I would think that a process like this would start with a telephone call from Obama’s lawyers to the Hawaii DOH exploring what would have to happen to get a certified long form photocopy. Once this, and possibly, other negotiations had taken place, Obama signed a letter, the lawyers wrote a letter, and his representative traveled to Hawaii to pick up the copies of the birth certificate and pay the money. But we don’t know how long it took to get to this stage. |
