I did and was trying to figure out the city.

Probably Moscow or another Russian/Eastern European city. It's clearly a big city, based on the high rise construction in progress. The two women in the foreground are sort of Russian-looking, as is the groom to a lesser extent, plus the older building in the picture has a European architectural style.

Then why two American made stretch limos ? Or the people could be Russian immigrants.

It could be that there's an export market in stretch limos. I still stand by my not-in-America position based on the architectural style of the older building. Other things that don't look American are the trolley wire and the design of the streetlight poles. I also noticed that the man who presumably is the groom is wearing a suit, not a tuxedo. That might be a European custom, I don't know for sure.

If it were possible to make out the writing on the banner signs in the left background we'd know for sure.

One of the people on airliners.net linked to a site, similar to Google Street View, that actually shows a 360-degree view of the photo location.
