I dunno about that. It's true that the mayor can't make really big changes, at least not right away, but he can influence the direction of the govt. Also, isn't he important with union negotiations?

Yep ... and he gets to spend four or eight years begging "the powers that be" to leave him a legacy. One thing I learned quickly spending well over a decade in government service is that politicians come and go, bureaucrats don't care. They're in it permanently. They can wait. :)

None of the above. He can go hat in hand to the city council and beg, he can sit down with union leaders at a table to have his picture taken, he can grab the edges of the bully pulpit and gas off. But in the end, other people do all that. Mayors are intended to rid in a car at the front of a parade. Some take up the rear. Sometimes figuratively, sometimes literally.

Both of them were on TV almost daily. Where Bloomberg got more done illustrates my point. Mayor's office had little to show for things but did you notice what all the real estate developers went and funded and changed while he was in? Bloomy actually knew how it all worked and realized from the beginning that if you pull strings from Gracie Mansion, they just pull out of the wall. Pull different strings from Park Avenue and voila! :)

I had one in the early 70s. My first passport photo shows me sporting a beard and mustache but I apparently grew out of it quickly because my wedding photos show me clean shaven.

My beard, even when growing it in, never itched me. In 2023 I was clean shaven and it was a pain in the ass to shave all the time.

I got a haircut and a shave from the old man barber the morning of my wedding. I surprised everyone!
